Introducing a European E-Legislation Index

To identify best practices in the digitalisation of legislative processes, an online survey was conducted in 35 European countries. The questionnaire should determine (1) the level of publicly available information, (2) the level of participation offered to citizens and (3) the level of digitalisation of legislative processes. On the one hand the survey showed, that the level of information is quite good among the 18 contributing countries whereas digitalisation of processes and participation of citizens need improvement. On the other hand the study revealed the top 3 countries in this area, which are: (1) Estonia, (2) Germany and (3) Portugal. Only Estonia can be regarded to handle law drafting in an integrated online process.
