AGILE – an Adaptive Systems Approach to the Legislative Chain

The execution of complex regulations confronts all stakeholders involved in the legislative chain with various problems. Refining the abstract concepts into finer grained concepts that can be mapped onto the concrete situations that are subject of the governmental decision-making processes is one of them. Another one is adapting to change. In the AGILE project, sponsored by the Dutch Science Foundation NWO, we aim at developing a design method, distributed service architecture and supporting tools that enable organizations - administrative and otherwise - to orchestrate their legal information services in a networked environment. Decomposing the problems mentioned before and handling change are key issues in this project. This paper explains our approach and describes some preliminary results.
